INT 404 hydraulic question

Hey guys , nw to this forum, but look to it for advice often.

I got a odd one in my shop this week . ( at least different for me)
Shop is full of big internationals, masseys, case, etc, but a friend dropped off a international 404 ( gasser )

It is leaking hydraulic fluid out of the lift cover under the seat,

I pulled it apart, replaced o rings everywhere, piston seals , etc and put her back together.
When I tested the 3pt. With the cover off , the housing filled up with hydraulic fluid in about 6 cycles. ( 3pt raised/lowered) and fluid ran over the edge of the open cover.

On the bigger tractors the lift has a dump/drain into the rear end.
What does this have,

Is it suppose to fill up and the cover seals it in ?,,,
Is it suppose to have a drain? Into rear end?
Is there not suppose to be fluid in that housing?
Or am I just crazy and every things working correctly?

I am looking for any advice , I m out of my league with this one.

Not familiar with that model, but no, that does not sound normal.

Something is leaking internally with the lift function.

Once the level settles down, try it again and look closely for leaks.
 
I used to have a 3414, same basic tractor but industrial with a loader. That system is separate from the trans/rear end and the hitch housing is
the reservoir. What you call the cover, is it the rectangular sheet metal plate on top of the housing? Been a long time and I'm going on
memory here. That housing should be full.

Yes that is the cover , on top of housing, under seat.
Looking at parts drawings it shows a drain line ( almost looks like it is coming from the bottom of the lift housing ) but I can t tell where it is going .

Heading to the shop now to start looking it over again.
May have to take it apart again to check that drain line (( looks more like a return line to me))
