Weak steering issue. Intermittent psi MF 40B

I have an older industrial Massey ferguson 40B that has a weak steering issue.

Wheels on the ground engine running - mid to low rpm I can see the wheels trying to turn but don't. WOT and turning back and forth it will suddenly decides to turn. Seems to turn left better than right, but not much better.

Wheels off the ground engine off - Through the steering wheel it feels like a rough gear is turning somewhere internally but the wheels do turn back and forth.

Wheels off the ground engine running - at idle at wheel lock I get about 1000psi when I can get it to turn. At WOT I get about 1600psi, so it's in spec range. Problem is that I have to sit there and turn back and forth until you feel a slight drag and the engine sounds like it's under a load and the pressure will jump up.

This makes me think it's not the pump. Does anyone have experience with bad orbital valves to know if this sounds like the issue?

Sounds like the oil is bypassing somewhere.

The grinding feel in the wheel sounds like the Orbitrol.

A couple tests you can run:

Cap the lines to the steering cylinder. The wheel should be locked, engine
running it should build pressure as soon as the wheel is turned either
direction. If that doesn't happen suspect the Orbitrol.

Cap the cylinder ports one at a time, the wheels should not turn the
direction that is capped. If they can, the internal cylinder seals are
leaking.

I didn't have caps but what I did was just undo the return line on each cylinder. At lock the return fluid just flows out slowly, not with any force. This is on both sides.

Does that tell you anything?
 
Usually if the hand pump goes bad it is really sloppy to steer like herding it going along a lane or fence you would be constantly turning the wheel back anf forth. Or it will drift to one side when on the road.

Cruising about 10mph, it doesn't just go straight. I'm driving it like an old movie scene just constantly steering back and forth. Not giant corrections but definitely not small ones.
