I've never seen this before.
How is it Cleveland produced so many 'tractor' companies? The first I was exposed to was an old wreck of a Cleveland trencher,
trying to trench for clay tile, here in our rocky ground. Then the Cleveland Tractor, 'Clectac'. Now the 'Formgrader'.
 


I'll bet that it was an early paving machine. prior to paving "boxes" or "distributors" as used now, they used to prepare the gravel surface, then spray the liquid asphalt on it from a tank truck passing down the roadway. Then a grader would make passes up and down moving the gravel-asphalt mix from side to side at increasing depth until it was properly mixed. It was called the "Mix in place" method. When I was a kid they did this on the road past my house, but they mixed it with a regular motor grader.
