The tilt cylinder will not work with bucket empty. The pedal is stuck and it seems to be the control valve. It does not drag the engine down when attempting to tilt it. The oil leak is not that bad and it is external. Not sure where leak is yet. The pedal is clear of debris. Anyone know how difficult to fix control valve if it is that and how expensive.
 
Ok what series machine is it? C,F or G, the C & F had locks on the pedals via a small white pad that just pushed down when the safety bar was lowered, over time they do wear and will get to the point that they wont unlock the pedal.

The G series is more complicated in that it uses voltage from the on board computer to unlock the pedals thru a small solenoid at the control valve but it should also be throwing a code at you as a clue as to whats wrong.

Very likely it wont be a mechanical problem within the control valve thats causing the problem more likely a problem with the mechanical pedal lock.
 
My 763 has a button under the headlight switch that releases solenoid's but they lock-up both bucket dump as well as up and down, so i don't think thats your trouble.
