Tear off or shingle over an old single layer fiberglass/ asphalt roof ? Laying flat-no curling as yet.4/12 pitch roof.
 
For one thing, if the shingles aren't curled yet I'd wait till they are, especially if it's an out building. When they're curled, bald and about to leak, I tear them off. Not removing the first layer will shorten the life of the new shingles by up to 50%.

On my old house. Going to sell it next month. About 1/2 of the grit is gone and a few shingles are tearing when they are walked on.
 
Tear the roof off.
Not the worst job in the world and the finished result is done right.

Even if your selling the house you'll be proud that it was done right.
 
A 20 square roof,old shingles would weigh about 5000 pounds,new shingles 5000 pounds,total 10'000 pounds,plus as mentioned it will cut the life of new shingles 50%!!
 
If you're doing it yourself, probably good idea to tear off/redo--be sure to do per local codes, with all necessary permits, if any.
Why? in todays market, any smart buyer or buyers agent will want to deduct for worn roof, and will want to deduct the most expensive roof job they can find locally (whereas with new good roof your agent can claim problem free for years). Also buyers agent will check to make sure any recent work all to code, as good place to demand price reduction if not.
If having done by contractor much more difficult question, whether worth it or not; you never know whether it'll sell quicker at lower price, as is, or higher price with new roof.
Another big question now: if buyer has to get loan, banks very conservative now in most places, might cut loan amount for old roof and such. Good luck.
 
I have had it done both ways couldn't tell the difference. Get some bids you may save a few bucks and not have to do the work.
The roofers get a special price on the shingles and then add for their time and it comes out about what you would pay for the shingles. Take a look at their work their are some really bad roofer out there.

The buyers will not be able to get insurance coverage for a new roof with another layer under it. This is a change from the old days when they used to allow an old layer, but AFAIK it is true with most, if not all, insurance companies now.

Just had a friend who bought a house and the sellers had to tear off a new roof and re-install so my friend could get insurance. They had originally installed over an older layer.
 
I need to replace the roof on the farm house, still flat but a lot of tree and hail damage. A contractor checked it and found six(6) layers, going to fill a big dumpster. I called the Ins. co. they said they do not care how many layers of roof as long as long as it don't leak, zoneing had better stay in town. I will take it off anyway.
