Help, What is this?

Found this on a pile of old iron. Can anyone tell me what it is or who made it.

I'm going to guess it is a cultivator. It looks like the spiked discs are set at an angle and as you push or pull it along they turn and stir up the dirt.
 
I don't know , but looks like a large mailbox would fit in it . Better than seeing it scrapped. surely someone driving by will know what it is .
 
Great object to ponder, but my guess is cultivator for stradeling the row.

The guy on the left would push the cultivator toward the guy on the righ. I would assume the weeds were actulay cut by the flat rod just in front of the round wheels that would scatter, drag, and bust up the soild chunks.
 
could it be a weed badger it would straddle small trees or crops and tear up the weeds and cut the roots. just a guess
