did a little more research with the words "Constant Control Relay Module" and many results on the common problem being the CCRM picked one up at the local salvage yard for $50 and problem solved. Finished the charge and great air. Thanks to all that tried to help and to Bradk you gave me the words I needed to finish the research.

I'm gonna take the old one to work and see if we can replace the relays inside the unit. We have a good electrician we build ambulance and rescue vehicles I think we can rebuild it so that if this problem comes up again I have one ready to go. from what I have read it is common for them to go bad and I don't know how long this used one will last.if it turns out well I will let you know
