O/T SAE 70 Brake Fluid?

I just got a NOS brake reservoir lid for my truck & it says "USE ONLY SAE 70 R3 BRAKE FLUID". I've never heard of such a thing. S'pose I never looked, either. Is the SAE 70 R3 an IH part number for their can of brake fluid, maybe? SAE 70 sounds like a medium gear oil to me. Is it thicker? Could that be why the standard DOT 3 runs out of the wheel cylinders? I had figured they just needed to be rebuilt & I will be doing that as a precaution. I'm also wondering if the previous owner didn't know this & that led to a brake failure? Any info on the matter would be appreciated.
