What is this Tool ??

Anyone know what this tool was used for ? There was leather in the punch hole so I asume it was used for making something out of leather. The piece opposite of the blade rotates and the end screw locks it in position.

I hadn"t a clue "til I read Frank"s post.
And......Frank, if you really had no previous knowledge, I commend you on your perception!!

It appears that you can make different size buttonholes. It looks as if you adjust the length of the buttonhole "slit" by turning the "anvil" to make longer or shorter cuts that meet the punched hole.

It looks like the anvil part is up side down. That way the hole would be in all of the sizes.

You can also adjust the distance from the border of the material. I have never seen one but the clue was the leather in the punch and then the blade.
