You don't need live PTO for that particular job. ANY PTO will run with the tractor in neutral as long as the clutch is engaged. Live PTO means the PTO has a separate clutch, and will keep running with the main (transmission) clutch disengaged. This is handy for things like baling, where you may want to stop the forward motion of the tractor but keep the baler running to clear a plug.
