Super A hood

I recently went to look at a 1952 Super A that I am pretty sure that I am going to buy and I wanted to see if someone can answer a few questions for me. #1 What are the pieces that look like hooks hanging down underneath the hood? #2 What is the weight of one of these tractors? #3 I am wondering about the value of this tractor. It is located in Virginia. It has not been cranked in about 8 years but it has been in a garage out of the elements of rain and sun the entire time. The whole tractor is covered in surface rust but there are no dents or holes in the sheet metal. The tires are in fair condition and the wheels have no rust from fluid inside the tires. I spent a few minutes trying to get it started. It seemed to have good compression but it never fired. I think it is an electrical problem. It has cultivators but no other emplements that I know of.Does anyone have any ideas? Thank you in advance Keith
