Gene: As has been said many times before on this board, the dumb questions are the ones that don't get asked. The voltage across the terminals of your battery is mighty low. A 12V battery puts out 12V when it's about dead - a fully charged battery should be closer to 14V. It may be that your problem is a bad battery, or your charging system may not be working properly. Assuming you've got enough juice in the battery to get the tractor started, start it up and then measure the voltage across the battery while running at fast idle - if it isn't a good bit higher than 12V, something's wrong with your charging system.
