Checking RPM on Farmall A

Hey guys. I have a 6V Farmall A witha Woods mower that I recently purchased. It runs great but the governor does't seem to be working. I decided to check the adjustments on the governor and carburetor. While trying to check the RPMs with my multi-tester however I get very erratic readings. I have taken into account the positive ground but to no avail. It has new coil, plugs, and associated wiring. The ignition system and electrical system all seem to be working perfectly. So why would I not be getting a good RPM reading? Do I have a bad multi-tester?
