A deal is struck when the seller and the buyer agree. Ninety dollars is a top top price, however it is cheap if the weights prevent an accident. Wheel weights will, however, contribute to shimmy if the steering is worn. Frame weights are heavier and would not affect steering. They are also much rarer, therefor more money. I would dig deeper in the pig and go with frame weights-no doubt.
