Carb probably has no main jet adjustment. Most of the A's and C's have a fixed main jet and only the idle is adjustable. The distillate(kerosine) carbs had a main jet adjustment. I had the same trouble you describe with my C. The carb float was set too high, allowing gas to run in all the time. Try lowering the float level and see if that helps. Also, the float could be sticking and not shutting off the gas flow. If you have gas running out the drain hole on bottom of the carb air intake line, you are getting flooding because of the gas not shutting off most likely due to a float problem.
