60 psi is low. Doesn't matter how fast you turn it as long as the compression gauge is good. It would be hard to get your tractor to do any work at 60 psi. To try to work it could cause you to run into a more expensive rebuild. Put a little 30 oil in each cylinder and redo your test. If the compression goes up it is a good sign your rings aren't sealing. If not, it could mean valves. If it is valves, you could get by for not too much. The head gasket is easy to replace.
