Tractor still moving although foot and inch pedal is engaged

I have an Hydro 100 that will come to a stop when in gear if I step on the foot and inch pedal (normal). However, it will start moving forward again after I have been stepping on the pedal for 30 sec. to a min. That problem does not present itself if I am in reverse. Do I just need to do an ajustment on the servo control rod or is it something else? Thanks Paschal
