HELP 1950 cub will not idle

I have a 1950 cub that will not idle. After you drive it for a few minutes and then reduce the throttle, it will not idle back down. The linkage to the carburetor is working because with the motor shut off the throttle moves the linkage all the way to the carburetor. While the motor is running I can move the linkage in front of the carburetor and the engine will speed up some but it takes a lot of pressure to accomplish this (I assume this is due to the governor because the engine is running to fast). The adjustment screw on top of the carburetor does not make any difference unless it is removed completely and then the engine will idle down a little but not correctly. What can I do? James L.
