Since you're gonna need to replace the wheel, how about taking a steel cut-off wheel on an angle grinder and slice through one side of the center hub, in line with the steering shaft. Be careful not to cut into the shaft itself. Then start opening the cut with a chisel. Might need to make another cut on the opposite side as well. Something's gotta give.
