Carb frustrations!!

I have a Super C with the Zenith carb. I put an IH brand rebuild kit in the carb and have the following results. Fully assembled the fuel will not shut off and overflows out the intake side. If I assemble the carb without the bowl gasket it works fine. I used a hint I found on this board and put a nipple in the bottom of the bowl with a piece of clear tubing hooked to it and am able to see that the fuel level is right where it should be. If I use a can of gas as the fuel bowl and set the throttle body on top, it works fine with or without a gasket. The gasket is not in the way of the float at any time and the float itself is in good condition and well within adjustment limits. Any ideas??? Thanks in advance.
