I'm sure your system of mounting the weights works fine. However, I guess IH did not think that was the way to do it 50 years ago. The manual shows the first set of weights bolted to the wheel hub. The second and subsequent sets are shown bolted to the previously installed set of weights. That is what the slots in the outside of the wheel weight are for and a different length bolt was required.
