That is the thermostat spring (p/n 82 958 R1) for the manifold heat control valve. I believe that is still available from Case-IH in the neighborhood of $20 to $25. Make sure that valve isn't froze up. If you can move the weight it's fine. It opens when the engine is cold to heat up the intake manifold so the choke can be closed quicker. When the intake manifold is warm it closes the valve. Too much heat and you get poor fuel economy and probably some power loss. I would replace it.
