Where you had to drain the fuel tank, I'd suspect some sort of contamination (water but more likely crud) further down the line, especially the screen in the elbow taking the fuel line into the carb. It's also possible something's slipped on your governor. There is a bumper spring on the underside that is adjusted to minimize surge. By being on the bottom, it catches the all the same kind of condensation that gets into your fuel and crankcase and tends to get rusty to the point that it can break (mine did). Remove the acorn nut and you'll see a large screwdriver slot on the end of the bolt. There ought to be jam nut locking all of this to the governor body. Loosen up the jam nut and (with the engine stopped) turn the bolt in a half-turn. (The bold is hollow, the spring nests inside it.) You might have to go several half-turns before you notice any effect. Myself, I'd pull it right out first just to make the sure the spring is in good shape and that it isn't all rusted out. Hope you can find the problem.
