I cant see that the hubs are welded to the axle either. I agree with most posts that you need to remove the old wheels first. You can tell if there is fluid in the tires by getting the valve stem at the bottom and removing the core. You'll see fluid start to seep out once the core is partially removed. Either way they are heavy so stay clear when you take the last nut off. I think you just have a set screw holding the keys in place. once the wheel is off I would soak it all down with penetrating oil, remove the set screws and hit it a few good licks. With luck you may be able to drive them off. I would sure try that first, then resort to more drastic measures. Clean the outer axle real good. Gene
