Here's my experience: I found bushing area on my Super H steering bolster shaft somewhat worn (but at least worn smooth) when I took it apart to replace worn bushings. Using trial and error I tried different shim thicknesses between the OD of the new bushing shell and it's bore until I found a thickness that eliminated radial play at the top of the shaft without binding. The tractor now steers easily with no wobble. Presuming the shaft is not worn too badly, polishing and then shimming should work on yours too.
