As a quick first check to see if the hitch works, move the remote control valve levers without a cylinder attached. If putting the system on high (relief) pressure allows the hitch to work, the unloader valve is stuck. There is a little pin that can come out of the linkage. I think it is on the draft control if I remember right. The cover you want to remove is the upper link bracket, Held on with six 5/8" bolts located right above the PTO. The linkage will be on the right side. Probably need someone to move the levers as you watch through the hole.
