Does the exhaust smell sweet? If so, coolant is getting into the engine and is being vaporized in the cylinder with the fuel and air. If this is the case, it could be a head gasket or a cracked head. Either of these would more than likely give you a lower compression reading as well. Take off the radiator cap with the tractor idling (and not after working it hard; have the engine cold) and watch for bubbles in the coolant. If you see bubbles, it is likely either the head or the gasket.
