Gordo - A few possibilities: 1 (most likely) - When you stuck the carb back on you didn't get the tang at the carb end of the governor throttle shaft properly engaged in the mating slot on the carb throttle shaft. 2 - The governor to throttle tube is binding. Loosen both screws at both ends of the tube a couple turns. Wiggle the tube around then retighten the screws at the carb end. Then apply upward pressure with one hand to the front end of the tube while tightening the other two screws. 3 - Somehow the governor throttle shaft bellcrank got out of adjustment. The bellcrank is under the sloped cover at the top of the governor. Adjustment is relatively straightforward - post back if you need instructions. ---- If the tractor idled down OK before you rebuilt the carb, a weak spring inside the governor is not causing your problem. The gov spring is what OPENS the throttle - a weak spring will tend make the engine run slow.
