to my knowledge, tractors dont have titles. If it was a city owned tractor, it might have been maintained and properly taken care of. That is not always true, depending on the city. Check things like u would on any other tractor. Fluids, oil pressure when warm and idling, any suspicious noises, hydraulic power (lift something heavy), and speed. Condition of tires, condition of fluids as well as levels. Go over everyuthing as thorough as possible. bad paint and a few dents is not nearly as important as sound mechanics and a good motor. You could also check engine compression if you have a compression tester. Check for ANY leaks. If this was owned by a city, see if the guy has any maintenance records, manuals, and so on. Good luck, and if you have any doubts, think about repair costs vs. finding another one.
