IH 424 Lift Hydraulic Problem

I was using my 424 earlier this spring to disk my garden using a 6' 3-point disk. No strains were put on the lift doing so. Anyway, part way through, it would not lift the disk properly, could only lift the front off the ground. I searched in the discussions here and figured that the seal on the cylinder was blown. I took it to a mechanic to have it replaced because I didn't want to tackle it myself (I've never worked on hydraulics before). The seal was indeed blown out, looking like it had been overloaded. He got a new one from IH and replaced it. I paid him and brought the tractor home. When I hooked it up to my 6' bushhog that day, it lifted fine, but here was a problem. The lift would surge -- go up and then sink down a few inches and then go up and sink down, etc. It also couldn't hold itself up when shutting off the tractor, even when I closed the valve.

I took the tractor back to the guy who worked on it. He's torn it apart, replaced a couple o-rings but says he can't figure out what the problem is. He talked to someone who 'worked on these tractors' about it and was told "Good luck" and "No one really knows how to fix that."

So, I come to you, the experts, for any input/info you can contribute. Previously, the lift was rock-solid. It never jerked and it never let down after turning the tractor off. There is no remote outlet on the tractor. No power steering either. The problem began under very limited load (a disk), although it was it's first use of the season. Oh yeah, the draft control on the lever has always been frozen in place with the lever since I've had the tractor (about 4 years), but that's not previously been a problem.

I would like to have it working properly, but I don't know what to think or do. Any help would be appreciated.
