Behlen power steering problem

I still haven't gotten the power steering to work on my 300. I bought it off of a guy on e-bay last fall, got the special controller (safety valve and metering valve combined in one big, heavy red component that bolts on to the steering column support. I think that the metering valve - the one that makes sure that the power steering motor gets sufficient pressure - isn't working. How does one test/fix/look at this thing? Is it the gizmo (that's a technical term used by guys like me who don't know what they are talking about) that is held in by a "c" clip? Thanks, Texp
