Problem is your clutch disk has stuck to the flywheel/pressure plate. Not unusual for a machine that has been sitting idle a while... I've had good luck unsticking clutches with this procedure: 1 - Make sure the clutch pedal linkage is properly adjusted. 2 - Remove the coil wire so the engine cannot accidentally start. 3 - Put the transmission is high gear and depress the clutch pedal all the way. 4 - Pull the tractor slowly with another machine. If the clutch doesn't break free right away, re-hook the chain to the rear of the tractor and pull it backwards a few yards (again with the trans in high gear and the clutch depressed). Repeat pulling foward and backward until the torque reversals and vibration break the clutch free. To keep the clutch from sticking in the future, store the tractor where it is dry - sticking is caused by rust bonding the metal clutch parts to the friction disc. Or simply run the tractor and slip the clutch for a couple seconds, once a month or so. Good luck!
