You might have the part of the governor linkage on the wrong side of the carb throttle "stud". It is easy to do. Take off the carb and move the throttle lever all the way over to the left which if I remeber right is slow speed or idle. then look and make sure the butterfly is closed and put the carb back on. I also had a problem on mine where the gov didn't work and if I gave it the juice, it wouldn't idle back down without shutting the engine off. The problem was in the pot metal part that sticks out of the governor. It has a spring inside and you twist the housing to adjust it. After I got it loosened up from the crud and got the slack out of the spring , it has worked perfect ever since. Let me know what you find.
