If the turf tires are 7" lower in total height you will only be lowering the axle 3-1/2 inches. This is not worth all the trouble of changing the front axle. It would be less expensive to buy a B Farmall than to change all the tires and wheels on an H. In the photo adds on this site wide fronts for Hs and Ms are priced as high as many of the old tractors. If you were going custom a combine axle without the rise would be better. I would still think hard about opening that can of worms.
