Feable sparks on 350 International Utility

After putting possibly one hour on the newly acquired tractor, it just stopped working. We believed at first it was a carburator problem and changed it, but it is still not starting (motor is turning however). There is still an unusually large amount of gas shooting from the carb when we try to start it, and even though the spark plug seem fine, it appears there is not enough spark to start the motor. What should we do next? Could the problem be something else? It seems that there are a bunch of knowledgeable guys out there, we appreciate that you are taking the time to help mystified wanna-be farmers like us. Thanks.
