Super C deck off, now what?

My eariler post on shifting problems offered simple soultions but no luck. As stated before I thougt it was stuck in 2 gears. Once apart I looked for rails and forks,that I assume are the parts attached to top deck. They look good but I have no guidelines to go by. the gear on the revearse side is only half way off main shaft that goes all the way back to power takeoff. The shaft the reverse gear runs on is shiney and slighty grooved and my problem all along has been reverse. Have I found my problem?
