574 won't start

I went to look at the 574 last night that the local bank will be auctioning today, but it wouldn't start. This tractor is a '76 diesel, with the bosch injector, as it had the run/start/stop fuel lever on it. The tractor seemed to be cranking slow, and the battery was quickly zapped, but it seemed that it should have cranked fast enough for it to start. After trying to start it I noticed one of the fuel filters had diesel leaking around the bottom of it, and the fuel had bubbles in it. Could it be that the reason this tractor didn't start was because of the leak, and it allowed air into the lines?
