Start with power steering turn steering wheel all the way to stop and hold to see if that puts load on engine then go the other way to stop and hold to see if it puts load on engine that would tell if filter and sucksion tub is at fault 560 has 2 pumps one for power steering one for hyd. , if you get good load on engine you have a bad hydraulic pump or relief valve the only correct way to check pump is with flowrater if you don't have flow you can not build bressure with just a gauge you can not tell if pump is bad or if relief valve is bad if the fast hitch is slow when it comes up I would think pump from all the way down to all the way up less than minute.
