I have one and the hand pump is under the dash, not in the front bolster. I overhauled my bolster a year ago and put new bearings and seals in plus turned the round gear a half turn to tighten everything up. Sounds to me like there is a problem with your hand pump under the dash. Mine takes spells where it seems like the power steering goes away, only notice it with the new wide front, then the next time I run it you can steer with one hand, susupect I have problems starting as well. The old 1030 Case we have has a similar setup. Aka Fred Flinstone design.
