That is what I always try to do(drill bit the size of the bolt shank minus the threads). If you go straight and are exactly centered when you drill, then the original threads will be in the head, and a tap will clean them out. I have a set of reverse drill bits that I use, and quite often as I am drilling, the threads screw out on the drill bit. Got the bit set at NAPA for about 20 bucks. Since then, I don't worry about twisting a stud off.
