Galley plugs in engines(automotive) are routinely loosened by heating almost red hot and spraying with WD-40. If you are going to drill the bolt out you might want to get a set of the extractors currently sold by Sears Roebuck. They are left handed drills of a fashion but are intended for bolt/stud removal.
