Steve, It sounds like you may be in need of a complete rebuild as geoff mentioned, but Scotty nailed your hunting problem on the head. If adjusting that slotted head screw doesn't make any or much difference, unscrew it all the way and take the spring out and check it's condition. Ours was broken almost all the way through about 2/3 of the way down, this area seemed to have gathered some moisture over the years and corroded the spring, a new spring made a world of difference. Also if you replace the main bushing, be aware that after you press it in, the inside diameter will shrink some, and may require some honing. We used a brake cylinder hone and about 3 new sets of stones before we got it right. Be sure to stuff a rag in the gap by the gear to keep the brass dust out of the timing cover. If you have access to a reamer, they will work, but it may be easy to go too far too quick, that's why I prefer the brake cylinder hone, even though it's more time consuming (couple hours of honing!)
