MM, I have used MaPP gas and it doesn't heat as hot as the Oxy/Acty, but it should get it hot enough if its set right. Check your settings. After heating spray some JB Blaster on it. I've had pretty good luck that way. If you have drilled all the way through you should be able to cut the bolt out. Being the wheel casting is thicker the bolt will heat first and you shouldn't have to much trouble. Just be careful and watch the angle of the cutting tip because you could blow a gouge in the wheel casting if you get it too hot. Good Luck, boog
