IH fuel line problem

I have an IH 434 gas. Ran out of gas a month ago and had some problems. Cleaned out the "fuel lift pump" and filter area. It ran pretty good until now. Runs for a few seconds and stops, seem to be starved for gas. Disconected all lines (from tank to filter and from filter to carb) and they seem fine. 2 questions Gas only drips from tank when line is disconnected. should it drip or pour out? Operators manuel talks about "venting the system" but it describes more about a diesel not gas. Do I need to vent a gas system and how? Thanks in advance for any help
