Yes, the bullgear and axles do have to come off, one side at a time. The stuff is heavy. I used a rope to a rafter. Be sure and replace the seals while in there. They can leak and ruin new brake shoes. One of the trickiest parts is blocking the high axle on that tractor up safely.
