just a thought i had a tractor once that the previous owner had installed a carb kit and put the butterfly in wrong..then installed the govner rod on the top side of the carb instaed of the bottom side and it would open up when started because the rod pulled it the wrong way and the butterfly..being transposed wouldnt lock in the throttle bore..good luck
