Most likely culprit is your regulator and not the altenator.If your regulator is bad it will cause the electricity to flow through the altemator to ground.An altenator will charge just fine with the stock size pulley no need to go to a smaller pulley,they are usually turning at about 2-3 times the crankshaft speed so even on a slow turning tractor its turning fast enough to charge the battery.I would look in an auto repair manual for the proper method of testing your regulator and altenator and save your self money and aggrevation.There is no reason to change your system over to another set up unless it is totally shot could amount to a fair amount of work.It is always easier to repair what you have than to change it.
