If you have a steering wheel with the original rubber pretty much intact, you can use some JB Weld to fill the cracks/voids and give it a double coat (or more) of some of that "liquid wire insulation" stuff. Same stuff you dip your tool handles in. They sell it in the parts stores in a 2 oz can for about $4, and it puts a fine gripping finish on the wheel. Two of my buddies have used it and they really look like new (It comes in different colors, make sure you get black). Worth a try before sending it off or buying a new one.
