Like the other guys said there is a bolt goes in hinged section that hydraulic cylinder hooks to. However there is another possibility you didn't mention. Is your hydraulic valve in double or single action? Most of the hydraulic valves on that era tractors could be swiched from single to double action. That one for the hitch with draft controll may be different. I should know this as I had that valve apart on my 560 and removed the non-working draft controll valve, and replaced it with a regular one. That was 25 years ago and I do remember I could switch it after change.
