It sounds like your governor is not working properly. The governors on the H' and M's are prone to wear on the holes in the weights. It makes sense that tractor runs goods when it's cold, as it runs hard like it does when it is under a load. Pull the cover off the governor housing and check to see how much you can wiggle the weights back and forth, or if a spring is broke is there. I usually gas weld the holes full on the weights, then redrill them to the correct size.
